Advertising Standards Authority (ASA) Chair Nicky Morgan has announced the appointment of three new members to the ASA Council: Professor Carwyn Jones, Pippa Glucklich and Dekan Apajee.

The ASA Council decides whether ads have breached the advertising rules and should be amended or withdrawn. It also acts as the Board of the ASA.

The Council is made up of 12 members, two-thirds of whom are independent of the advertising industry. The remaining third bring recent or current experience from the advertising or media sectors. Together, members bring a broad range of skills and perspectives, representing a wide cross-section of society.

Professor Carwyn Jones joins as the Independent Council member for Wales, replacing Dr Rebecca Rumbul. Pippa Glucklich joins as an Agency Background Council member, succeeding Kirsten Miller, and Dekan Apajee joins as an Independent Council member, replacing Krystle Sargent.

Professor Carwyn Jones

Professor Carwyn Jones served as First Minister of Wales from 2009 to 2018 and represented the Bridgend constituency in the Welsh Parliament for 22 years before standing down in 2021.

Before entering politics, he practised at the Bar for ten years and taught on the Bar Vocational Course at Cardiff University. He is now Professor of Law at Aberystwyth University and a Bencher at Gray’s Inn.

Since leaving politics he has worked in broadcasting, consultancy and training, and with several charities. In 2025 he entered the House of Lords as Lord Jones of Penybont.

Pippa Glucklich

Pippa Glucklich has more than 30 years’ experience in the advertising, media and digital industry, including CEO roles at Starcom, Dentsu and most recently independent media agency Electric Glue.

She has played a leading role across the industry, including as President of WACL (Women in Advertising and Communications Leadership), trustee of NABS and Chair of timeTo, the industry initiative to end sexual harassment.

She now holds a portfolio of advisory and non-executive roles, including trustee and Vice Chair of mental health charity Mind UK and Chair of the English Sport Development Trust, part of Sport England.

Pippa Glucklich

Dekan Apajee

Dekan Apajee is a board-level leader and governance professional with experience across broadcasting, higher education and the cultural and creative sectors.

He served on the Ofcom Content Board from 2020 to 2025 and on the Ofcom Advisory Committee for England, helping ensure regional perspectives and under-represented communities informed regulatory decisions.

Earlier in his career he was a broadcast journalist and content producer at the BBC. He is currently Head of Department for Media at the University of East London and is a Senior Fellow of the Higher Education Academy and a Fellow of the Royal Society of Arts.
