We at CAP and the ASA are celebrating the outstanding contribution of Tim Duffy, who is stepping down after almost 13 years as Chair of the Industry Advisory Panel (IAP), and welcoming Jenny Biggam as the Panel’s new Chair.
The IAP plays an important role in the UK’s advertising self-regulatory system, bringing together senior industry experts to provide advice to the ASA and CAP, helping ensure regulation remains effective and benefiting from marketers’ real-world insights.
Tim Duffy
Tim has chaired the IAP since 2013, leading the Panel through a period of significant change across the advertising landscape. Under his leadership, the IAP has provided clear, practical advice on complex issues, supporting the ASA and CAP as they responded to developments including the rapid growth of digital advertising and emerging technologies, while continuing to ensure ads remain legal, decent, honest and truthful. He chaired his final meeting in May 2026.
A founder of M&C Saatchi and former UK Group Chairman, Tim brought deep industry expertise and a collaborative leadership style to the role. His contribution has been instrumental in ensuring the IAP remains a valued and trusted part of the ASA system.

Jenny Biggam succeeds Tim as Chair of the IAP from June 2026.
Founder of the7stars, the UK’s largest independent media agency, Jenny brings extensive experience of the modern media landscape and a strong track record of innovation and leadership.
She has been a member of the IAP since 2014, is a Fellow of the Institute of Practitioners in Advertising (IPA) and a member of the IPA Media Futures Group. She is also a member of the British Heart Foundation’s Marketing Committee, the Marketing Society and the Marketing Group of Great Britain.

Jenny’s appointment marks an exciting new chapter for the Panel, building on the strong foundations established under Tim’s leadership. CAP and the ASA look forward to working with her and the Panel to continue delivering a regulatory system that works in the interests of both consumers and responsible advertisers.
